Is there a way to do Data Center migration from Europe to Jedda?

Summary:

One of our potential customer is using Oracle Cloud for the last 10 years. They have implemented HCM (including payroll), Procurement, Order Management, GL, AP, AR, CM and FA. The implementation includes their corporate and 6 other subsidiary units. So far they have this in a data centre in Europe (possibly Frankfurt). They have 3 environments of Production, Test and Development. What they want is to move their data centre for the production instance from Europe to Jedda (KSA). They need all the configurations, past 10 years historical data, all metadata, approvals, page personalizations, etc. to be migrated to the new data center.
