Client Moving away from implemented Payroll and Time & Labor Module. Steps and considerations needed

A client is considering transitioning away from Oracle for Payroll and Time & Labor modules while retaining other modules like Core, Talent, ORC, etc.,. In this scenario, once they go-live with 3rd party payroll application, will the historical payroll data in HCM will be preserved in the tables and remain accessible even after the decommissioning process and the payroll licenses are deactivated. Any idea what would be available in Oracle HCM related to historical payroll and what would not be? Are we able to create reports within Oracle HCM leveraging the historical data from payroll tables to be compliant with
