Using a template to enhance the Opportunity Update Layout

I'm trying to modify the OOTB digital-sales Opportunity update layout.

Content (required):

I want to create a template that will be used with the Opportunity update Rule Set Layout. I want my template to define a left side and a right side of the page. I'm using an oj-form-layout which contains two oj-sp-detail-panel; one for the left side and one for the right side. Each panel contains an oj-dynamic-form and that has a property for a Rule Set. But it doesn't let me create a new OR search for an existing Rule Set. Some sample code is below which includes my attempt to use oj-dynamic-bind-field.
