How to define warning/error message when there is an approval pending already for Change Salary?

We had a 'Manage Salary' action in a status of In Progress and assigned to an HR Rep.

When the rep happened to go into the 'Change Salary' Quick Action on the employee during this time, it showed a message that is on our benefits enrollment screens. Can you configure the warning on 'Change Salary' screen if there is already an action in progress for the employee? Where does this come from, as this is not the warning we want showing?
