Can we enable segment security on a particular segment with a condition dependent on another segment

Summary:

We would like to hide our 'Department' segment based on certain 'Account' segments selected. It seems like Oracle only allows us to add conditions from within that specific segment that you are enabling security on. Has any able to achieve this?

For example: If Account segment value is '012345' then we would like to hide Department segment values. If Account segment value is not '012345' then display Department segment values
