Can workflow find the department parent level and route JEs for approvals?

Summary: Currently, we are using Journal Category to route journals for approval. However, if the journal contains lines with departments which are not part of the Journal Category, then those departments are not notified or involved in the approval process.

Content (required): Journal Category = 100000D will route for approver A, approver B to approve.

Example A(happy path)-

Journal123, journal category = 100000D with two lines that have department 1000004 and 1000009; respectively. -> This journal should route to approver A or Approver B.

Example B

JournalXYZ, journal category = 100000D with three lines that have department 1000004, 8500001, and 8500008; respectively. In this example, we want either of the below to occur.
