Can we set the URL field in Accounts > Profile to be a required field?

We are trying to set the URL Field in Accounts -> Profile to be a required field or at least show an error message when this is not populated but it is not working as expected. We tried to add a BeforeUpdate trigger to show an error message if a user submitted a transaction without populating the field but error message is not appearing. Below is a sample groovy script that we used in the BeforeUpdate trigger.
