Document upload for future hire - FYI Line Manager

How can we send FYIs to Line Managers for their future employees DOR uploads?

When the employment contract is uploaded to the employee's DOR, this should trigger an FYI to the line manager. We have a simple rule in the Manage Document Records approval transaction.
The problem is that the supervisor of the prospective employee is not recognized by the transaction console, which results in an error when uploading the document.
Removing the line manager in the Approval-Rule resolves the error.
Error message:
Error caused by SOA component or the underlying HWF configuration or a Supervisor hierarchy setup issue. Check the targeted SOA component and the HWF/rules setup and configuration and the Supervisor Hierarchy setup.
