Generating Compensation Statements

The "Allow managers to combine all statements into one" checkbox is allowing managers to generate ALL statements in the organization and not just in their hierarcy

In setting up the statements for managers to generate for their employees, I checked the box to allow them to combine all statements into one.  In the few managers I checked, I saw that it was generating all statements in the organization and not just those in the manager's hierarchy.  Is there anyway to overcome this?
