Need correct q parameter syntax

Summary:

q parameter that can be used as a "WHERE" clause to filter is not working for != expression

Content (required):

We need to filter the Fusion Service (OEC) LOV values using Lookup Type and the tag.

LookupType=WX_INSPECTION_STATUS

and

Tag!=QA

I tried this - It is not working.
