Select Item Option Disabled during sales order revision creation

Summary:

hi Gurus,

We orders imported from third-party systems, orders are submitted and currently in processing status. No exceptions or holds on orders I had noticed during revision creation for some I can select item is greyed out and update of existing line is available like below, any specific reason for this behavior.
