23C feature "Simplified Security Configuration to Provide HCM Data Loader Functionality" not working

Summary:

As per the 23C upgrade readiness document, A new duty role ORA_HRC_HCM_DATA_LOAD_DUTY is available to provide access to only HDL .

I have added the only ORA_HRC_HCM_DATA_LOAD_DUTY role in a job role and assigned to user, but user couldn't access HDL.

Below is the readiness document which I am referring.
