No Hierarchy rollup if use a Refresh Plan

Summary:

We have a Plan specific for the year 2022, Then the HR hired in 2023, so we need to update the HR or Manager of employees on the Hierarchy. However, when we use the "Start" or "Refresh" no rollup in the Hierarchy is being pulled. But when we use "Reprocess or Add" the hierarchy buildup is correct. Meaning no issue with the setup of the HR or Manager on the Core HR side. But there is a risk when using "Reprocess or Add " as it will reset the data or inputs in the Plan.
