Summary:

How can I in Projects see a specified list of all CIP transations, which are NOT transferred to FA?

As I see the CIP Account Dashboard or CIP Account Analysis reports, then they show transferred lines.

Once the lines have been transferred to FA, then they are not part of the CIP accounts.
