Looking for a good understandable resource for building and assigning eligibility profiles

There is a problem in the way our eligibility profiles are designed. Not everyone who should be excluded (we use them to exclude) is excluded

We are a week away from deploying our salary adjustment workbooks to managers.  As we audit the data, we notice that groups of employees who should be excluded based on an eligibility profile are showing as eligible while others are not.  These were built by consultants when the product was implemented but there is no supporting documentation to the rhyme or reason of how the profiles should be set up.  I am basically flying blind and would like to know if there is an easily understood resource available.
