Can Hiring Manager while raising requisition save the requisition in draft state?

Summary:

We do have a requirement of saving the requisition in draft state from Hiring Manager access so that he can come back later to update the requisition and submit it to recruiter for further information. Right now, when hiring manager only gets option to either clicks on "save and close" or "close". clicking on save and close, submits the requisition to recruiter automatically.
