23C Tree Flattening error in Process Account Hierarchies

Summary:

After the 23C patch has anyone experienced an error for the Process Account Hierarchies after adding a new value to an existing value set?

I receive the following message even though the Audit process complete successfully:

Error message 'Tree version status is currently active. Please run audit for the tree version changes before running flattening.

Exception during flattening call oracle.jbo.JboException: Tree version status is currently active. Please run audit for the tree version changes before running flattening.'

In instances without 23C the process completes successfully.
