Process Mass Actions for Performance Documents does not create documents

Summary:

I went into my TEST POD and cancelled, deleted all the previous Performance documents I created. I made sure the performance 0template and flow were not "in use". I have made several changes to the process flow and performance template and now when I run the mass action to create performance documents the process does not create them.
