Only allow Move/Reschedule of activity to Bucket(s) without ability to move to a Technician's route

Summary:

Is it possible to allow a Manage user to Reschedule (or Move) an activity to a Bucket without allowing them to move tasks directly to technicians' route?

We have a group of Manage users that we would like to allow the ability to move tasks from the non-scheduled pool, and/or possibly from technicians' routes, back to a bucket for same/future dates, however we do not want them to have the ability to move these tasks directly to technicians' routes. We'd like routing to handle any moves to the techs' routes, or, if that isn't possible, we have our Planners that we'd lean on to manually move tasks directly to technicians' routes, as needed.
