Why the condition row value is not able to sum up as expected.

Summary: We have got a requirement where either of one value is nonzero consider that value for result row. Row values are Account 400000 Department 555015,Account 400000 Department 555016 ,Sub Account 626010 excluding Department 555015 & 555016 column values are Accounting period & Amount type (Column A -Prompt for AccountingPeriod- Month to date, B-Relative to Prompt for AccountingPeriod offset by 0 Year to date, Column C- Relative to Prompt for AccountingPeriod offset by -13 - Month-to-Date, column D). If at all for account 400000 department 555015 & account 400000 department 555016 column values are zeros then it should consider Sub Account
