Can we restrict access to hiring manager to only certain phase and state in CSP

Can we restrict access to hiring manager to only certain phase and state in the candidate selction process.

Business requirement is to restrict access to hring manager to only a certain candidate selection process in the system. As in, the hiring manager should view only 1 CSP in his/her login (specifically the 1st phase in the CSP). Please let me know if this can this be done. If yes, kinldy let me know the steps/overview.
