Setting Default Leave Accrual Date to 31st December

In conversations, leave balances are often associated with an accrual term based on a calendar year, from 1st January to 31st December. Therefore, when user requests do not include a specific as-of date, the response should indicate the last day of December in the current year. This custom change is only applicable when the entitlement is upfront.
