Approach to implement Payroll for Tier 1, Tier 2 countries. E.g. GP Japan

We know that Oracle delivered Global Payroll country extensions for Tier 3 countries, such as US, UK, CN.

One of our CN customer wants to implement payroll for their overseas branches, such as Japan, France etc.

Wondering if Oracle or any partners have experience on this. Is there any guide documentation about this.

The very first issue we meet now is How to create payroll elements ( As Primary Classification is not available for JP, we can't create JP element from UI. Not sure if it's possible from data load, haven't tried yet)

Appreciate any ideas, suggestions in advance!
