OCI: OSMS Fails with Error: "There was an error communicating with OSMS server"

SYMPTOMS:
Unable to download rpm packages via yum or dnf , gives below error
$ dnf repolist
There was an error communicating with OSMS server.
OSMS based repositories will be disabled.
HTTPConnectionPool(host='127.0.0.1', port=9003): Max retries exceeded with url: /XMLRPC (Caused by
NewConnectionError('<urllib3.connection.HTTPConnection object at 0x7f45f8122080>: Failed to establish a new connection:
[Errno 111] Connection refused',))
No repositories available

CAUSE:
The error usually relates to problems with communicating with OSMS severs.
SOLUTION:
To resolve error - “There was an error communicating with OSMS server”
- Verify if OSMS plugin in enabled, below output indicates OSMS plugin in disabled
