OCI: SSH login fails with "Network error: software caused connection abort"

GOAL:

This document describes how to access Oracle Linux instance when encountering error - Network error: software caused connection abort

SYMPTOMS:

Serial console log (Cloud shell):

From single user mode, below logs can be noticed

[  OK  ] Reached target Network (Pre).
         Starting LSB: Bring up/down networking...
         Starting Hostname Service...
[  OK  ] Started Hostname Service.
[FAILED] Failed to start LSB: Bring up/down networking.
(…)
[  OK  ] Started System Logging Service.
[FAILED] Failed to start OpenSSH server daemon.

[  OK  ] Started LSB: Starts the Spacewalk Daemon.
[  OK  ] Started Oracle Cloud Infrastructure Yum Region Setting Service.
         Starting Apply the settings specified in cloud-config...
[FAILED] Failed to start Crash recovery kernel arming
