Make workflow mandatory before activity completion

Summary:

I want to able to force users down a workflow path that much be completed before the activity can be ended.

Content (required):

The aim is to ensure that the user visits all workflow pages and answers mandatory questions before they can end an activity. Currently they are allowed to end it without the workflow steps being completed or even started.
