External and Internal Prescreening Question on Job Requisition Template

When creating a Job Requisition Template, there is an area to attach pre-screening questions to the template ... either from the Question Library or you may Create a Question.

When trying to use a Standalone Job Requisition Template when creating a Requisition via 'Template' method, I can see the question(s) I added to the template. However, if that same template was applied to a Job, and then I create Requisition via the 'Job' method, that question does not appear on the requisition.

Is this expected behavior? Is this behavior documented somewhere?
