Hiring manager and Recruiter queries

Summary:

We are currently in the process of new implementation. When trying to create a new requisition, currently in the hiring manager field, it shows all the users in the Organization, can the hiring manager field be limited based on the role or based on the department or positions on which the requisition is created?

Do we have an option to auto-select the recruiter based on certain criteria (department, job, positions, hiring managers or locations, etc)
