Primary Location values blank intermittently for users

Summary:

Recruiter users primarily in specific locations (mostly Middle East countries) are creating requisitions and intermittently receive no selection values when trying to add Primary Location when creating a req. Primary Location is a mandatory field so they cannot skip it to create a req.


Content (required):

We looked at AOR and privileges and also confirmed we are using Geography Hierarchies etc. Not all users are impacted just specific users in specific regions and it will work for a user and then not work for weeks and then start working again, and then stop again. Has anyone experienced this issue or have ideas to troubleshoot further?
