Applications grayed out on Requisition

Hello,

I'm in the process of testing a new contingent worker process in ORC. We've been using ORC for standard applications for over a year, but I'm just starting to use it for Contingent Workers. I posted this requisition to an agency in our test system. I logged in as the agenct and submitted an application as an agency referral. I then logged in as two different users (including myself as an admin) and noticed that the Applications: 1 is grayed out. I've never seen this before and am not sure if I configured something incorrectly
