How do we setup approval flow to achieve [if condition is met then representative > representative]

Summary:

The expectation is:

Condition achieved > approval routed to the Hiring Manager's HRBP Representative (one HRBP will claim then approve) > approval routed to Hiring Manager's Rewards Approver Representative (one Rewards Approver will claim then approve)

First attempt:

The job offer approval workflow is set to "SINGLE" and "include all participants".

The flow is [if condition then representative > representative]

However, we got a different result. The approval was routed to the HRBPs and Rewards Approvers at the same time and once one of them approves, the transaction is complete.

We also tried using parallel but did not get the desired behavior.
