ADP WFN+Payroll Role

Hi Team,

We are using ADP WFN interface. We maintain Payroll relationship and calculation card in the system to send over to ADP. To let user to maintain calculation card we need to provision payroll related roles. Question is our customer don't have Payroll license, keeping this into consideration can we provision payroll roles or any other process to be followed here?
