Oracle Cloud Email Delivery Always Free Suddenly Change In Send Limit

Today, I received an error when send email using oracle cloud email delivery. The error message said, I already reached 100 emails per day. But when I logged in to my oracle cloud account. I only sent a total of 42 emails today.

Also, I noticed, there is a sudden change in Oracle Cloud Email Delivery Always Free daily limit. Now I see that the email delivery is now 3,000 or now 3,100 emails sent per month. The last time I remember that oracle cloud always free email delivery has a limit of 3,000 or 5,000 emails per day.
