Can Collaborators access all job offers for a requisition which are not created by them?

Collaborators able to access all job offers for a requisition even if they have not created it

Content (required):

Currently, all the hiring team members(Hiring Manager, Recruiter, HRG and Collaborators) of one requisition can access offer for any candidate who have applied for the same job requisition and has been given an offer. Is this the intended behaviour?

How can we restrict only collaborators to not have access to all the offers for a particular requisition meaning they should be able to see job offer only for the candidate for which they have created the offer?
