New Instance creation problem

Summary: Can not create a new instance

Content (required):

I have one active instance I use. I had one more earlier but i terminated it.



Now I can not create a new instance anymore, it says I have to pay. Even if I have only used 2 OCPU's and 12GB of mem








I have one boot volume that is used by my instance and no block volumes



So what do I need to do to be able to create a new free instance?
