Account deletion not completed, just the tenancy

My account is not deleted as requested, just its compartment and tenancy.
I'm trying to lawfully delete my entire account to create another one in another geography, as the original was wrong and not elegible to change it, unless upgrading it to a pay-as-your-go.
Neither I'm able now to upgrade the account to subscribe a new geography, as the site returns an error:
You do not have access to perform this operation. Please contact your cloud account administrator for additional access.
