GTM trade compliance results not shown on header level

Order is pushed to GTM, passed in GTM but no results shown in OM again.

We are getting following error when GTM to OM integration is triggered.
<ns1:MessageText>Order Management can't process fulfillment line {FLINE}, for item {ITEM} because the orchestration process isn't on a wait step or it doesn't respond. (DOO-2685447) Details: Recover the order, the orchestration process, or fulfillment task. It might be necessary to recover because the fulfillment line might already be beyond the wait step.
