How to restrict reopening of closed status work order option in system?

Hello Team,

The users are reopening their closed work orders and changing their status to unreleased or released status and issuing materials against the existing work order rather than creating a new work order.

Now, we would like to restrict reopening of closed status work order with a specific Role or any other alternative way.
