Ship to & Bill to Address not visible for Customers

Summary:

While creating/managing customers, when we provide the bill to site for ship to purpose, the LOV does not show anything to select. When the same customer is used to create order in Order Management, the bill to and ship addresses are not visible though we are able to submit the order successfully.
