Guided Journey - not able to restrict by country

Summary:

We are trying to add a "Guide Me" button to the Contact Info page, only visible for employees in North America.

Content (required):

Setup is all completed correctly in Checklist Templates and a rule created in TDS to enable the Guided Journey (setup of both verified by two others). Without country restriction the "Guide Me" panel and button are available and working as expected. When applying restriction by country, it becomes unavailable to everyone, including those in the country specified for it to be visible.

Has anyone been able to restrict a Guided Journey by country successfully?
