PRORATE_START DBI is not working as expected

Summary:

I'm using below logic to get the amount of an element called Duty Allowance. This element has an End Date set on 15th Aug 2023. So If I'm fetching the amount on 20th Aug 2023, it should reflect 0 (in other words it should not fetch any value). But it is fetching the value which was there on or before 15th Aug.

PRORATE_START is absence date which is changing for each day. For e.g. if my unpaid leave is from 20/08/2023 till 31/08/2023, the PRORATE_START will go on increasing from 20/08/2023 till 31/08/2023.
