Does clicking "Send Reminder" really send a mass email reminder like the warning pop-up says?

Content (required):

When viewing a packet on an employee record, there is a Send Reminder button. Clicking it brings up a warning message saying a mass email reminder "will be sent to all participants that are assigned activities that have not yet been completed." Is that true? Why would clicking on a button while viewing a single employee's packet trigger a mass email? Screen shots are attached.
