Possibility of Security Privileges to make AOR differ across Talent Modules

Summary:

Currently, the client's setup allows HR to only allow associates from their AOR to add an individual to one of their succession plans, but we would like to check or investigate if it's possible to add anyone globally, without AOR/location restriction. (For example, HRP who's AOR is Americas East could add Associate B from China) Is it possible to specify this for Succession only, without impacting other Talent Planning modules (performance, talent review). Is this something feasible or within the pipeline of changes within Oracle?
