Cannot create instances

Summary:

I have terminated the free trial. I have not instances running or created. There are just two instances terminated. But when I try to create a new instance, it ask me to pay for the boot storage. But shouldn't be 200gb for free? In theory I should have 0gb used right now.

Is there something I'm missing? Like that the 200gb are not refundable when terminating a machine?
