Print Candidate Pool Member Profile - Merge Privilege?

According to the Release Notes, in order to use the new feature "Print Candidate Pool Member", users must be granted the role "IRC_PERFORM_CANDIDATE_DUPLICATE_CHECK_AND_MERGE_PRIV_OBI". (seems like an odd role to govern candidate pool functionality?)

Does granting this role also give users the ability to merge records? (we may have some users that we want to be able to print but not merge)
