Learning specialist or instructor custom one off message to a learner

Summary:

Hello, is it possible currently or in the near future for learning specialists/admins/instructors to send one-off customer email messages to one or a group of learners with additional information which was not shared with the learner at the time of offering creation or learner enrollment?

The admin/learning specialist should have the ability to customize the email body each time they send a message- almost like the ability to compose an email but within Learn.
