Can we define ECO workflow without Approval status?

I'm going to define simple ECO workflow whitch has statuses Open, Scheduled and Completed.

Now I copied from seed ECO and deleted Approval status, but the copied ECO was not displaied in Change Type list.

How to create such simple ECO ?
