How can we get around SSN validation for global transfers into US until they get a permanent SSN?

Summary:

Trying find a workaround for the SSN validation to accommodate a temporary SSN provided by the benefits vendor for global transfers. These temporary numbers start with "998".

Content (required):

Our benefits vendors, Fidelity and Alight, provide us with a dummy SSN for people who globally transfer into the US from another country, until they can get a permanent SSN. This allows them to enroll in benefits as soon as they start working in the US. In EBIZ we were able to assign the dummy SSN to the person's US record in HR and send to the vendors via integration. We would then change the SSN accordingly in Oracle HR, once the permanent one is issued. Since we are now using Fusion HCM for HR, there are multiple validations/restrictions on
