Line EFF is null for few orders

Hi,

We are running into an issue where the eff instances are not getting created for few sets of sales order that are imported through FBDI.

We have removed the Line EFF sheet from FBDI file as we are not populating anything in the line EFF. However when we are trying to default some line EFF fields through webservices, it doesn't work as the fulfillment line table record doesn't exist for those order lines.

The below query doesn't return any data. Ideally the expectation is that it should return one record for each order line with the EFF line id value. But in our case the EFF line id is also missing.
