How can i send a email notification for group of people whenever a change order is created

When ever the change order is created, currently the buyer is notified over email about the change order.

How can i route this notification to group of people? Like a email DL.

I have a sourcing team and they need to be informed about the change order, so i need to add them in the email notifications
